To help speed things along I have a template worked out to help me formulate a large number of npc's on the fly, it's split into two categories that I combine to formulate the NPC.
-First category deals with skills, the highest is +7 any higher and I feel that it reaches into the plot NPC Area. This area also gives me an idea of motivation, drive, and moral of an NPC. The higher the skill level, the more resilient the NPC is to moral shattering events and able to resist PC attempts at persuasion, intimidation, seduction, etc. These also determines "Intelligence" of the NPC for me this mainly relates to the application of particular tactics on the battlefield.
Commoner: the commoner is the average salary man he has a job he does it well, he as a few hobbies he does it well, but he does not excel at any particular subject. These are usually younger inexperience workers of a particular field. These folks are not particular interested in there work there just here for the pay, and will most likely be the first run at any sign of serious trouble if left on their own.
High Skill +3 Mid Skill +2 All others +1
Professional: These are the professional of their fields being in their respective field for decades, knows what their doing and do it competently. Usually the older members of a workforce. Been there done that type of folks, normal emergencies will not shaken there resolve, after all they been though many situation just like these throughout their careers.
High Skill +5 Mid Skill +3 All others +1
Experts: These guys are on a whole another level, not only are they skilled they have the drive to excel where others do not. I don't separate them from the rest by age but by motivation. Experts will work longer, harder, and stay on job though all but the most difficult situations. These are the NPCs that turn into Plot NPCs if I find one particular interesting due to circumstance or not.
High Skill +7 Mid Skill +5 All others +1
-Second Category has to do with attributes, this is usually capped at 8 as I reserve 9 and 10 for Plot NPC's only. This covers person's natural gifts, and also I use the levels as a reference on the character's personality, and average guy would usually be more timid that and an self considered elite person.
Average: Average Joe in every way and in some ways below average, not naturally blessed at all.
High Stat: 5 Low Stat: 4
Talented: These are the big fishes of their respective ponds, generally command respect in their social group.
High Stat: 7 Mid Stat: 5 Low Stat: 4
Genius: Although this group is named genius, they should be called "the almost famous" group, as usual many of my Plot NPC's start out in this level. they are good and they know it! Now they just have to let the world know and they will be famous for sure. Local celebrities are the most common folks in this group.
High Stat: 8 Mid Stat: 6 Low Stat: 5
Combine the two together and you have a quick NPC template with and idea on how motivated they are and a basis for a personality, and a good jump off point for an Plot NPC.
